ok so I am more wondering about if it'll work as apposed to the electronics side of the following project so was wondering if a few kind hearted people could help
If I was to take a peltier and water cool it, run said water through a radiator which in turn would be cooled by a swamp cooler do you think it would be an effective means of creating a low temp setup? I seriously doubt I would be able to cool a room of this (being only 1 72 watt peltier) but would it increase efficiency?

The amount of energy required to evaporate water is huge compared to the amount of energy required to heat it by a few degrees.

Whilst using cold water will help, it won't make a dramatic difference.

Having dry air makes a bigger difference.

If you could use the peltier to condense moisture out of the air, that might make a bigger difference.

I was actually thinking of using it to cool some water in some pipes, like a radiator and blow a fan across that.
I highly doubt I will make something to cool a standard room but having something that sits on my desk and blows cold air in my face on 30 Celsius+ days would be nice

One of the problems with cold water cooling, regardless of how you cool it, is dealing with the water condensate that forms.

The amount of water you get, even in "dry" climates can be significant.
