Hi, I have a switching power supply, using 2x BJTs. I want to disable the PWM controller's "Short Circuit Protection" & "Over Current Protection". The PWM Controller are the "TL494CN" & "DBL494". I've done this a very long time ago... I know that one of the pins needs to be shorted to the ground to disable "SCP". I'm not sure, it it maybe the "DTC - Dead Time Control" pin?

There's no universal answer to that, it depends how that PSU is configured.
Shorting the DTC would disable it altogether, not only overcurrent, although the DTC can be used for peak current protection..
If it's anything like this: focus.ti.com/lit/an/slva001d/slva001d.pdf then you could short R11 (pin 16) as seen on page 27. Then again it could be pin 15, or 2, or 1..
I'm not sure about your purpose in disabling this is, but it sounds like a bad idea unless you upgrade it seriously in other ways.
