Mouser has the SMD resistors, but not transistors.  I know ebay has SMD transistors(the common 2n2222, 2n3904, 2n4401 ect...).  You can check futurlec.com, and digikey.com.

Datasheets for transistors have their power ratings. The datasheets also have all the other spec's that are needed to use the transistor in a circuit.
