Troubleshooting Soundcraft CPS 450/b Power supply

I got this PSU for a Soundcraft K2 console and it powers up, but of the 6 voltage indicator leds onthe front panel, only the +17v lights up brightly. The others are very dim. I measured the voltages at the pinouts without the console connected and they all read correctly. The -17v filter capacitor appears different than the +17 v one (see attached photo) and I'm wondering if that could be the cause.
The photo of the leds makes it appear all are lit up, but that's the camera compensating. To the naked eye, the first 5 are barely on.

I’ll have to take your word for that; now you have to measure the voltages at the pinouts, with the council connected; that is your load that your power supply was designed for…
