Hi Tinu,
Ramsey's project doesn't work very well with its old BA-1404 IC that drifts its RF frequency all over the place and harmonics of its 38kHz stereo interfere with its RF.
Rholm discontinued its BA-1404 IC and replaced it with a much better selection of ICs.

Silicon Chip magazine has a project that uses the new IC and there are kits available. You can see the project when you do a search in Google for Silicon Chip Micromitter. The new IC is used in stereo transmitters for cars to play CD's and MP3's.

38kHz is the accurate frequency for stereo for FM and TV. A 32kHz crystal won't work.
Your project won't work without the proper coil. Doesn't the text explain how to make one?
Good luck.
