Special timing circuit needed

I have a situation where I need a circuit to activate a relay differently depending on whether it receives a constantly high input or an input with a frequency of 1Hz.

For the constantly high input I would like the output relay to turn on and off at a preset frequency (probably about 2 Hz but I will need to have this adjustable)

For the 1Hz input, I would like the output relay to turn on and off at a lower
frequency (probably a period of about 7 seconds, but again I need this to
be adjustable).

I have found some information on how to do one scenario or the other but I have not found a way to integrate them together so that the circuit can tell which scenario is happening and react accordingly.
