test shows that 2030A is not working properly, will look for a replacement, if I can only get a four pin equivalent would I presume that the earth pin would be missing?

See the letter from Duke37 yesterday, I followed the instructions and the only reading I got was the input so it looks as though the unit has died.

If you had no voltage on pin 5, then there is a power supply fault.
Show us the voltage on all the pins, relative to the tab.

WES Components (+61 02 9797-9866) in Sydney, Australia sell the exact IC at a cost of $3.05.
If you do decide to order the item from them, make sure you put the A on the end of it, as they sell one with the letter V and is lower in wattage capability.
