    I'd say the ic's (if you can identify them) are the least of your problems. The board is damaged and repair may be well nigh impossible. Also other components damaged as well.

    No. As an added note, these motors usually have some kind of on-board speed regulator. Hence supplu voltage 8.4 to 16 v dc. If you need to reduce voltage go for a step down converter. Couple of dollars each off Ebay or whatever and can usually handle an amp or two.

    Sounds a lot like the start winding is cooked. Not really a diagnosis job for the inexperienced or those who lack the required test equipment.
