What would be needed to connect an OBDII to a PC to read the data from the ECM?

ODBII readers are 'ten-a-penny' these days and software to run them is available for mobile phones to make a portable system. For a few dollars more (movie reference) you can get them with built-in decoders/readers/displays to make it truly portable.

Tower electric fan starts and stops continuously

Ok, the big issue (for me) is that the power for the electronics on that control board is derived from a capacitive dropper circuit which means the board is 'live' at all times. Motor speed looks to be selected by switching triacs in/out of circuit under control of the microcontroller that...

Softeen 500W Led Fog Machine with Lights, circuit board has melted and I need help identifying it

Why go to all the effort of post a video when we can't SEE the board (in close up)? Post a close-up, hi-res, in focus picture of the board.

Tower electric fan starts and stops continuously

Use an image editing program and change the size of them to something like 800x600 pixels (1024x768 will also work). Sounds like your pictures exceed the forum size limit. If the circuit boards incorporate solid-state thermal detection/cut-out devices then you won't 'see' anything untoward...

Arcade CRT monitor not powering up every time

You can discharge the aquadag coating using an insulated screwdriver and resistor connected to ground - the same could apply to any hv areas but you're probably looking at the low voltage side of the monitor initially. Use standard safety practise (one hand behind your back when...

Arcade CRT monitor not powering up every time

Probably aged capacitors in the power supply - the symptoms are typical. Post pictures of the insides of the monitor and look for signs of 'bulging' on the tops/ends of capacitors and/or any leakage of liquids.

    Blowing fuses

You have what is technically termed 'a broken amplifier'. More than likely there is a short in the output or power supply sections that would need to be determined by tests and measurements. First rule of fault finding is 'take it apart'. We (you) can then go from there using eyes, ears and...

Inductor and capacitor in DC-DC converters

Many of the major semiconductor manufacturers that deal in SMPS components have design sheets and application notes that describe operation and construction of such circuits right from basics. Here's one example - look from page 35 for the basic topology explanations...

    Products for PCB connecting

No. They are solder-only. The whole socket strip would have s solderable socket to fit but that means soldering 20pins instead of four! Practise your soldering. It's not difficult to master.

16 x 2 alphanumeric LCD display is not working

Your wiring diagram shows pin 3 as unconnected. This should have a variable DC voltage (from the wiper of a 10k pot connected across the 5V supply) to allow adjustment of the screen contrast. It's a simple fit and ESSENTIAL for correct operation. Hmmmph - typing on a tablet is sssllloooowwwwww!

Acer Aspire 4310 laptop power shut off after 2 seconds

Try a new charger - it may show 19V but does it show 19V when under full load conditions? Is the battery properly seated. Does it work? Some laptops require a good, working battery in order to power up.
