    Faulty ZIF socket

    I don't know why you're using a ZIF socket for a semi-permanent installation. You can mount the decoder in a permanent socket, and then solder leads to the permanent socket, and insert the leads into the ZIF socket.

    Inductors!

    Like davenn said, we could use a little more information. Inductors have values rated in 'H' (Henries), uH (micro henry), mH (milli henry). You can't just swap them out, whatever their physical construction, you have to know the value in Henries, of what you want to use.

    Yeah, it's a little difficult to visualize your application. It sounds to me like you want an optical encoder wheel assembly. It's a wheel with slots in it, the optical reader counts the slots that pass through it.
