    Get a schematic for the set and see if you can figure out (1) where to make measurements for the power output and (2) discover where any 'shut-down' signals originate from. You might get away with disconnecting the backlight supply wires and seeing if you can see any screen image - use a torch...

    Sort the PSU out first. The main chip is probably ok but needs a few fan - d'uh..... Based on your other post (PSU) you're not getting any supply to the board.

    Black/yellow are commonly 12V (as in PC supply wiring) and the red/white is probably the 52V supply. You could determine this if you took the cover off the PSU and saw where the wires were connected - there' will be some 16V electrolytics across the 12V supply and 63V (may be 100V)...

    Looks like the HDD was removed - the BIOS is configured to auto detect the drive parameters but none are showing. The CMOS battery is also flat. You could boot it with a DOS disk but not get anywhere by doing so as there's nothing else to 'look at' or drivers for the hardware. Suggest you...

    What does the BIOS tell you about the system? Processor? Memory? HDD (if any) etc. Can you post pics of the BIOS screens?

    It's not a socketed chip so would require specialist equipment to replace - if it was dud. They usually have thermal shut-down protection (not always though). Doesn't help that we can't read the text on the top of it - focus!

    Likely a DOS boot disk required. Can you source one or make one from another machine? Can you access the BIOS at bootup? (might involve experimenting with various keys - hold down ESC, or SHIFT or F1 etc etc)

    Fix those wire links for starters. Horrendous repair practice..... the bare ends are far too long and exposed and a source for potential short circuits. Testing semiconductors in-circuit doesn't always work. Do you have the schematic for the device?

    Clearly a portable PC - of some kind...... Looks to be an early model but I see (I think) some UHF TV sockets which may mean it was used as a monitoring point for remote cameras - like pipe inspection equipment perhaps. The only real way to determine its function would be to turn it on!

    Sure there's no power? The PSU can be shut down by other faults in the set such as defective LED backlights.

    The 'large' green area is the trace carrying the output voltage - it seems to go off to the left, diagonally upwards..... and diagonally down to the right to a 'thru-hole' pad.
