    Could it be a 'pull down' connector? In other words you connect the pump positive to the battery (via a fuse) and the negative goes to the terminal on the connector. The car management unit then activates a transistor (or MOSFET) pulling the negative wire to ground and activating the motor.

    In-line filtering (choke) on a SMPS will help (I run one in my workshop) but I'd still prefer a linear solution! On a cost basis it's certainly worth trying the SMPS you refer to.

    That would work and half the voltage across each capacitor (although I'd put 'balancing' resistors across them) although you don't need to hit 0.5μF that accurately - 0.47μF in a single package would work just as well.

    Most major component suppliers will have 0.47μF/1600V capacitors in stock and they would suit the application in place of the oil-filled versions - modern component manufacturing technology not requiring the oil for insulation these days. Googling around I can see 'OEM' oil filled replacements...

    Looks like you'll need to get into the machine to do some checks. First line of investigation would be at the various connectors for the touch screen and/or pen sensor circuitry. I suspect it may be a simple PSU problem with local capacitors suffering the usual 'bulging' problems.

    Unless the power SOURCE can deliver the required current then the motor won't work. Measure the voltage at the motor when it is powered on and connected and tell us the result.

    We can't just guess. Details of the make/model will be needed.

    Your picture isn't very useful - closer detail required - but information on the actual board/equipment itself would also help. It may be that it is an ASIC of some sort in which case getting a spare might not be easy.

    It is unlikely that the transformer in use for the 78HG will have a high enough output to deliver 14V from a variable regulator. Had it been able to then a simple LM317 with a pass transistor to increase the load capacity would be a simple solution however you can now get high-amperage versions...

    Do they not have separate scales for the light colour i.e. one for outside and one for inside?

    Assuming a standard microwave (not the inverter version) then the DC is at 50/60Hz so the capacitor isn't reducing ripple but is used to make a voltage doubler. You may see (feel?) a small reduction on power but it won't do any damage.
