    The wording of the question is not correct. Instead of "fully charged" it should be in "steady state(DC)", or better yet "t(time after switch is closed) --> infinity"

    Pin 4 and Pin 8 should measure +/- 12V DC (with power on). If it is zero, you found a meaningful problem. Trace those lines they should get to a regulator(s).
