    Yes, that is it's usual function. You can't discount any sort of 'problem' without first ensuing the battery is ok as the digital part may invoke many other states based on the backed-up parameters it's supposed to retain. Your switch-on problem may be only ONE issue controlled by it.

    Looks as if it is a wirewound 'safety' resistor to me - potentially from the front end of a Switched Mode Power supply and the type of component that MUST be replaced with one of similar safety qualities. Equipment make/model and/or pictures of its source would help.

    Battery is flat - should read around 3.6V (or maybe 3V), certainly not 'mV'. It needs to be changed - as you;ve discovered it's soldered into place but you can get replacements from the usual suppliers (Digikey etc).

    The channel scanning is for the connection of an external antenna receiving locally transmitted free-to-air terrestrial TV. It won't work with a cable device that 'does all that for you' and just outputs the channels via the HDMI cable. If audio works through the fire stick then it should work...

    No 5V supply? Can you show the digital board in more detail - there must be a 5V regulator somewhere! I note in an earlier pic that there is a backup battery on the digital board - does that measure ok?

    What form does the cable signal take? Modulated RF, composite video/audio, HDMI? Can you feed it to a different receiver to prove its output is ok?

    If the separate devices can use a common negative rail then I'd agree with the ATX solution. Being a purist (or 'anal' as most would call me) I'd rewind the SMPS transformer for the correct outputs! There are many Chinese resellers of power converter modules but get one that is well in excess...
