Where did the 17v come from? You're not poking ac in there somewhere I hope.

    Vehicle sensor device

There are parking devices on Ebay for maybe $20 that emit an adjustable laser type beam onto where ever reference point on your vehicle. No reflective tape and no feedback to the transmitter as it is a simple reference point beam. Also one can get ultrasonic devices that do a similar job from...

    Controlling Speed of Motor

As Kellyseye says, plenty of low voltage dc motor gearbox units on Ebay along with 2,3 and 10amp pwm controllers. Even with a power supply, a much lower cost than what you have shown and safer into the bargain. A varity of full speed ranges also available.

    7809 not outputting 9v

Best if you show a complete picture of what you have connected. A drawing would suffice much better than photos of bits and pieces people have to mentally " glue" together. Very confusing as to what goes where.

    Electronic component in refrigerator

I think the Op has himself confused BUT it is possible to get a voltage reading when not loaded and then too much resistance to drive the lamp, such as a carbon burnt up piece of whatever in series. Must admit I've never seen any type of fuse in line with a frig bulb though. Don't know why the...

Did you ring the number and ask them ??? Don't think you'll get too much help with anything " hot".

    PIR

The units I was referring to are exterior mount 220v. What you have is a pir module which will need additional circuitry or equipment. Might be a good idea for you to check the specs. I did, in the link you provided. See how you go then....

    PIR

Most $10 pir's have a timer output for around 30 minutes max. If you need more, add another timer.

How to wire car hi-beams to additional switch that controls off-road LED bar

Assumption on how high beam system operates is incorrect if you vehicle is anything up to 20 years old and after that, Nissan among others. Google " negative switching lights 4x4 dot com." There are diagrams there for both systems.

    Inductive sensor

As I said, the negative return switching will cause headaches unless you know what you are doing. The lights in the majority of these vehicles are constant line feed so even tapping can cause feedback. Without relays you will cook wiring and existing switching which were never designed for the...

Diode and Capacitor Question for motor connection

Capacitor location is the same in both. Diodes cannot be left out/ bridged as you have done otherwise a short to ground will arise in certain circumstances.

    Inductive sensor

An auto electrician should be able to point you in the right direction for your particular make model ( whatever it is as not shown here). Also they will most likely be able to advise whether legal or not to do the modification in your particular country/ region whatever that also may be. Wiring...

    PWM circuit

The way it is drawn, you have a frequency of something like 0.1hz and a period around 9.5 seconds. Is this what you designed? As well, it is not adjustable.

    Dual Cycle Flip Flop Timer

A 10 lb light Moved up and down by 2 ft in 60 seconds is not a large demand for the motor but the gear drive and physical build of the winch would have to be reasonably substantial, not to mention any mounting. I think individual motor/ gearbox arrangement would be a better idea with common...
