Is it possible to design a 12 volt to 12 volt dc to dc converter due to the reason that the voltage across the inductor being zero and hence there is high error in the calculation. It would be good if you could help me with some ideas for this.

Assuming you are talking about a switch-mode converter, the voltage across the inductor won't be zero (except at polarity reversal instants in the switching cycle of the converter.

Yes. It is called a SEPIC converter. This is a non-isolated topology having a direct connection between input and output.
Why would you want to put such a converter between battery and motor? Can you not connect the motor directly to the battery?
If you need isolation, you'll want a transformer based converter e.g. a flyback converter. The choice of topology depends on the power required, hence Colin's question needs to be answered.
