lm317 as current regulator

on the data sheet it says you can make a current regulator by just putting a resistor on the adj and out pins 1.25/R = current out, why is it pulling 1.5A with a 100 ohm resistor?

It must be damaged, with a 100R resistor the current should be about 12.5mA!
Or, it is not connected the way it should!
