troubleshooting circuitboard

Hello,

I have assembled the Triori game from Jameco:

I am fairly new to electronics so this was quite a challenge for me. I built the mainboard the first time where I accidently directly soldered the IC's to the board, but didn;t realize I had to program the 2 ATMEGA16's and couldn't do it on the board. BUT the board did power up.

So I bought a second mainboard assembly, properly programmed the atmega16's, and assembled everything including IC sockets for all the IC's. No power. I looked at all my solder joints and ones that looked questionable I resoldered. But still not working.

All of the projects I've worked on to this point have always worked so I have never had to troubleshoot a problem like this before. I don't know what to do..I have a voltmeter and I have dabbled in checking continuity but I really don't know how to test the board systematically.

Any help would be greatly appreciated. Jameco can not help because the designer is not reachable (they removed the project for sale because of this.). Thank you!!!
