    When the voltage is reduced, the mechanical section is still creating a load, the friction of the bearings is the same friction level but more proportional to the applied power, the slip on the rotor increases and creates more current drain at lower voltages...on and on.

    That is fairly close to most ceiling fans as well. Range is normally around 1.8 to 2.5uF for the two standard lower speeds and direct for full speed. Adding a 1uF like you said should be close, but the Op expects it to lower current consumption which is not going to happen (not noticable at least)

    Possibly overdriven the input with (not specified) whatever signal input you used. Possibly damaged components. again, no idea what you did here....... You supplied a circuit diagram and then use your own terminology so no one has any idea what you plugged in where.

    Op obviously referring to commercial cold room arrangement . Access is for just that, access to the contents. The whole idea is beyond electronics monitoring as they (electronics) themselves create an additional situation.

    Have you actually seen the insides of these miniature devices....? Good chance it's guts has been destroyed by getting it apart to begin with. Maybe if ones job was swiss watches......completely new rotary encoder is a tad over $2.00 for crying out loud.

    The system falls on it's face as it relies on user input (which is proven as unreliable) Even monitoring door operations would be unsuccessful as one entry could follow another, hense any exit is unrecorded so-to-speak. Locking or unlocking any access door with a card reader or any other means...

    Not possible to increase beyond the supply voltage via the regulator, a ridiculous statement. Series motor would be speed regulated via thyristor (phase) control but as you would be relying solely on the back emf to give any kind of feedback, the motor speed will hunt up and down as load changes...
