    If you want to pulse the base on and off, why hold it at any voltage other than ground? Why use a darlington if it is driven by a 555? Perhaps think of using an IRLZ44 mosfet.

    Cmos acts the same as other logic with the same requirements as far as floating inputs. It is a high impedence circuit so low current. I don't know what this obcession is that you have with "efficiency" is all about. Use resistors where required, it's not going to break the back of any power supply.

    So yellow and brown (orange in photo) are primary for both. Input 157v into a 220v transformer will give and output of 157/220 ...... 0.72 x 50v and 15v ....so .... 35v and 10.8v approx.     Are you certain the winding is open..?? Seems for the heaters the winding would handle a couple of amps at least at a low voltage so not usual for the winding to go open.
