    The capacitor across the motor will do just the opposite. When power is applied it acts as a dead short. It will have to charge up, reducing the voltage to the motor until as it fully charges. Ken

    Logic to an H-bridge will allow CW, CCW, and OFF. Is the intent to have the 0-10V signal drive the position of the actuator? Does your actuator have an internal potentiometer that feeds back the position? Maybe a link to it's datasheet. Ken

    Can you post your circuit? Continuous DC voltages applied to electrodes in water will cause electrolytic corrosion. A better choice would be a circuit that applies an AC voltage to the electrodes. Ken
