    Do you know what the coil resistance is meant to be and/or can you measure it? You could send the drive signal to a fixed resistor of a suitable value to check the deflection drive. You might have a shorted coil.

    Are you changing the pulse WIDTH to regulate the speed or pulse FREQUENCY? It should be 'width' (i.e. the % setting). The frequency setting may also be applicable - have you got the spec sheets for the fans?

    What was originally wrong with it and what did you do to fix it? I'd use IPA (isopropyl alcohol) to clean up the flux around that IC first....... and fix Q1 to the heatsink properly too.

    Two 6-ohm speakers in parallel give you a 3-ohm speaker. Wire those in series with another 6-ohm speaker (with due regard to polarity) and you have a 9-ohm speaker. This won't affect your amplifier and will not be noticeably different from an 8-ohm speaker.

What is the amplifiers RMS power rating? As for the speakers.... you do know they are POLARISED and that connecting them...
