The frequency used depends on the device(s) receiving the data. Unless your 'receiving' devices are 5G-capable then they'll only work on the band(s) they are capable of receiving.
This is why newer router/wifi devices have multi-bands - to make them backward compatible with older devices but...
Do you know what heat transfer characteristic you need to meet?? Obviously a thicker insulation creates a poorer path for heat but WHAT that 'poor path' really is and how it affects your device depends on how much heat you are trying to dissipate.
Check your timing component values. You are using a 100k pot where your schematic shows 10k and the 1k resistor value may be suspect (I can't see the colours properly). What about the timing capacitor? Correct value? Correct polarity?
Without a signal input you should be getting only 'standby' current draw - certainly not 55A!!!
What are you using to power the unit? Does the power supply have any current limiting facility?

The cap looks ok - some of the lead insulation is broken off (bad construction practise) but in RF applications I'd be changing it anyway.
Is there a purpose to this? There is more than one way to skin that cat and getting 20kV can be achieved using high frequency PSUs (switched mode) or ferrite cores etc.
Standard laminated-core transformers will require the wiring much as you first described but this is relatively inefficient...
You can feed the output of a variac into a 1:1 isolation transformer and connect to the output but that still doesn't stop you winding the supply up past the critical 50V level at which stage an electric shock could still cause significant injury/death.
Forget about variacs until you learn...
'Scopes are like PC's these days. Buy one 'today' and you'll find one with better specifications (and probably cheaper) this time next year!
