Winch motor output is rather slow and high torque to begin with.
Beats me why you need it any slower.
If you must, run the rope a couple of times through a pulley block,makes much more sense.

If you want a AC motor/VFD matched pair and have a local rep for WEG motors and VFD's , they get their engineering dept to look it over and suggest a matched pair for you !
