    Has someone recently worked on the wiring? Is this a three way light switch that has two or more switches that control the same lights? If your renting or leasing I'd tell the superintendent or landlord to call an electrician (at their expense).

    Strange, its usually when you turn on a fluorescent lamp when it blows a fuse. Is this the household circuit fuse, or a supplemental fuse at the fixture before the ballast? Have you verified it's the correct fuse?

    What about the programer? Do you have power there? Perhaps it can be programmed in a way the μc will respond? Any external parts necessary for the μc to work such an oscillator circuit?

    That sucks. I hate it when you invest time and parts, only to be stopped by something like this. Perhaps one of our more knowledgeable members will chime in here. You might want to start another thread under microcontrollers section and ask if there's a back door way of resetting it?

    Yikes, 6% under voltage is pretty bad tolerance there. Sorry I can't help with the Atmega μc. Perhaps you can manipulate inputs to see if its functioning? Even if your locked out of the μc, you should be getting some lights or something now that your DC rail is restored?

    Provided you trust your meter accuracy, I'd just replace it. It shouldn't be under 4.8v. Just for my own curiosity I'd put about a 22ohm dummy load across it and see if voltage collapses.

    That's encouraging. I don't know why the output is only 4.7, but I'd try lifting non critical components along the 5v rail (while monitoring voltage)to try and isolate where its getting overloaded.

    Sure sounds like something to do with the LNK364PN circuit. Yes, the opto-coupler is a likely suspect. I'd also check the bypass cap if you haven't already.

    Yes, I noticed that. You've already replaced most of the obvious parts. I would install the board and try and follow the incoming voltage and see where you start to loose it. Hopefully the smd parts on the back haven't taken a hit when it went poof.
